After the mysterious Qularr attempted to conquer Earth with genetically-engineered monsters in 1965 and failed, the remnants of their invasion force have been kept on the strange atoll of Monster Island. Since then, Japan's Bureau 17 has been studying them - but over the years other entities have secretly moved onto the island to pursue their own agendas.
